Parade Rules and Regulations

Below are our guidelines for good, safe practices for entrants into the People's Carnival Parade 2010. They are drawn up for the guidance of participants.

Management of the Parade on the day

For organisational purposes there are two Carnival Management Group members who are in charge of the running of the Carnival Parade.

The Parade Organiser - who organises the assembly and order of the parade entrants before the Parade - and the Parade Marshall - who leads the Parade and liases with the Police and Security on matters during the parade.

Parade assembly

The Parade will assemble on Kings Road and line-up along the left hand side of the road - the front entrants being situated at the Park Road traffic lights.

The Parade Organiser will allocate each parade entrant a number prior to the day, which will indicate their position in the parade.


Participation in the parade comes in all forms as we can see
from the picture above.

Each entrant will be given a numbered sign which they must display on the Parade for a) the benefit of the judges and b) for organisational purposes.

The start time of the Parade will be 1pm. Participants will be asked to arrive and assemble at Kings Road anytime before 12 Noon.

Kelvin Lord Floats

Those groups that book a Kelvin Lord float with us, must decorate their float between the hours of 8am and 12 Noon on the day of the Parade on Kings Road. You will be allowed onto and out of Kings Road, in a vehicle carrying your decorations.

Parade Route

The Parade will end on the left-hand side of Kings Road – travelling towards the Park Road traffic lights were it began. Floats reaching the end of Kings Road will turn left up Park Road to allow participants on the float to alight. All other non-vehicular entrants will turn right at the traffic lights and, still in formation enter the main park gates. This is the official end of the parade and participants may disperse into the park.

Participants are instructed not to disband from the Parade until they have reached the official end of the parade.

Participants must be appropriately located and/or carried within vehicles in accordance with highway regulations. Persons placed on, for example, vehicle bonnets/roofs, etc will be deemed unsafe and restricted from entry into the parade.

Each group entry or float on the Parade must be at least 20 metres apart – allocated initially by the Parade Organiser. Your group must maintain this distance throughout the parade.

Entrant Requirements

You may enter the Carnival procession as a club, community organisation, group of friends, Dance Troupe, or as a business/company.

Your Carnival entry may take the form of a float or decorated lorry, other transport method, a walking entry or a combination of all or any of these and y ou can raise money for your group or charity on the parade route as well as on the park afterwards. The nature of your entry should meet at least ONE of the following criteria:

Be arts participatory – i.e. must involve member of your group / organisation in the actual
creation of your float / costumes (examples: schools, youth projects

Be culturally specific – i.e. bring something of your group's own cultural identity to enrich
the diversity of the carnival parade (examples: Irish, Indian, Chinese community or
cultural groups

Contain aspects of live performance – i.e. provide procession entertainment through
dance, drumming, live music or street theatre (examples: steel bands, stilt walkers,
samba dancers)

Themes

There is no overall theme BUT entries are required to be original, visually exciting, thought provoking or entertaining and in keeping with the overall spirit of carnival. No overtly political, anti-social or religious messages or blatant advertising are allowed. Inappropriate dancing or other behaviour is not permitted.

Judging and Awards

Judging takes place during the actual procession. Judges may visit the assembly area to assess vehicle entries before the parade starts. Everyone will be marked by an expert and experienced panel of judges according to the following criteria with a score of 1 to 10 per criteria.

Overall design and visual impact – i.e. how good it all looks
Effort and participation – i.e. how much work you have put into it
Spirit of carnival – i.e. how well and how enthusiastically you present it


PLEASE NOTE: No undecorated vehicles will be permitted to enter the Procession.

The sum of these from all three judges will form the entrant's overall score. The coveted titles to win will be:

Overall Best in Carnival
Best Float
Best Non-Float Entry
Best Dance Troupe

The awards will be presented at 5pm on the Tesco Big Stage on Alexandra Park.

Applying to enter the Parade

To enter for the Carnival Parade 2010 we will need some information from you regarding your entry. As you might imagine, organising the parade is huge task with road closures and health and safety issues. Even assembling all the different entries before the parade on Kings Road is a major task.
